Allow to setup default role when new member joins

I’m currently disabling ability to skip tests in code, to force engineers to use currents for this.

I manually changed roles of the users from Member to Actions Admin, but if new engineer joins the team and they need to create an action - they won’t be able to do that unless I manually change their role.

So the feature requests is to allow admin to setup default role when new member joins the company
