Bulk actions in Test Explorer

As an automation admin, I want to bulk quarantine several tests in one flow easily. Because sometimes there is a bug or 3rd party impact that cause fail several test cases and I don't want to do the quarantine flow for every single of them.

I want to list tests in Test explorer, order them by failure rate, bulk select some, and do quarantine action for those.
