The test ID should be used to attach Jiras cross the projects.

I noticed that linked jiras do not move across runs. For example, we have a test that's failing on our 'engage' runs - engage-copy-favorites-list-id. This morning I used tags to run a group of tests and this test was among those. It failed as expected, but there is no jira attached to the test.
